I use a Dallee Electronics Hi-Line Steam Sound card:
Dallee sells the card, chuff sensor, speaker, and lego interface, which should be all you need to install sound in a locomotive yourself. Some soldering required.

You’re correct, what you hear in the video is an audio file. I don’t think there are any plans set so far for a chuff rate sensor.
